WFRP Site Induction

GENERAL RULES

• Everyone must be inducted or escorted on site
• Parking & vehicle movements only as per the Traffic Management Plan
• No access outside agreed work areas – limited pedestrian movement within Port area
• The Port area is home to operations with time schedules. All project interactions with scheduled operations must be coordinated and controlled through the PMNZ Project Manager.
• Unauthorised communication or online posting of project images and information is not permitted unless approved by PMNZ
• 100% controlled operations regardless of time pressures - no corner cutting

CONTRACTOR EXPECTATIONS

• The WFRP Team and Lead Contractor have agreed the rules and processes to be applied on project sites.
• Adherence to permit processes & critical risk controls is mandatory.
• All workers have Stop Work Authority & are expected to stop work if there is any doubt over the control of risks of the task
• Everyone is expected to participate in the project risk control process – raise any concerns as soon as practicable with the project Site Manager
• ALL near misses and incidents to be reported to Site Manager

CRITICAL RISK IN THE PORT AREA

• PMNZ works to control nine critical risks associated with day-to-day port activity
• All work involving critical risk is managed under Permits to Work
• Permits may be issued by PMNZ, the WFRP Lead Contractor, KiwiRail, Harbour Master, or Marlborough Lines
• Project work introduces a critical risk of Activity Interfaces with PMNZ & Port User activity and the public.
• All Critical Risk activities must be carried out by competent personnel and conditions of permits are mandatory.

AUTHORITY TO WORK (ATW)

• Where work is to be carried out under a formal permit process the permit will be issued by the PCBU with effective control of the risks.
• The WFRP has reviewed the Lead Contractors permit processes and will issue an Authority for Work for permits with a defined scope & time period of activity
• The ATW may contain specific conditions under which the Contractor may raise their own permit
• The maximum validity of an ATW is 14 days
• Authorities and Permits will be reviewed in weekly operations meetings

CONSENT COMPLIANCE

• Everyone onsite is responsible for maintaining environmental compliance.
• All workers have the authority to stop work and are expected to stop work if there is any doubt over the effectiveness of controls
• Daily work cannot begin before the all clear has been given by the penguin inspectors
• There are to be no discharges to the stormwater system or – sediment, litter, hazardous substances etc.
• The CMA (Coastal Marine Area) is to remain protected at all times.
• Adherence to directions given by the MMOs (Marine Mammal Observers) is mandatory.

ENVIRONMENTAL CONTROLS

• The suite of management plans sets clear guidelines for the contractor to follow.
• All environmental controls must be monitored and adjusted if needed if requested by the Environmental Manager.
• Accidental discovery protocol is to be employed for contaminated land and archaeology.
• Spill drills will be conducted frequently
• Be a good neighbour. Maintain a clean and tidy site, maintain noise controls.
• ALL near misses and incidents must be reported to the Site Manager
